The Neobuilder is a Windows only tool that unzip Neo Geo MAME roms and concatenates them into a single file ending in the file extension .neo. It doesn't modify or patch them, it simply puts them into a container that is easier for the NeoSD family of carts to use. The current version is 1.06 and you can find it in the downloads section after registering your cartridge.
